How to choose
Dubrovnik's shelf is built around the sea. Nine of the 24 experiences we list are boat or kayak trips inside Croatian waters, and six of those run exactly four hours, which is also the median length across the whole list. All six name the Blue Cave; three add Šunj beach and two the Elaphiti Islands. Five of them cost between €50 and €69, the sixth being a private charter at €138. The two most-reviewed products on the page are both afloat: a small-group Blue Cave and Šunj run at €63 with 12,886 reviews, and an eight-hour Elaphiti Islands cruise with lunch at €45 with 10,425. Two sea-kayaking trips around Lokrum go for €30 each.

Not one of the 24 tours sells the City Walls, so buy that ticket yourself. It also admits you to Fort Lovrijenac, which makes the walls and the fort a single purchase rather than two, and winter opening hours apply from 1 November to 31 March (City Walls Dubrovnik). Every one of the 24 carries free cancellation, which makes a weather-dependent boat trip cheap to hold.
Two of the Game of Thrones tours include Lokrum. Boats go from Luža, the Old City port, where the ticket office is, and every visitor needs an island entry ticket however they arrive (Lokrum Island). The cable car opens daily at 9:00, a four-minute ride, with closing times that change by month; Libertas bus line 10 runs to Cavtat from early morning until after midnight. Neither needs a guide.

No, and none of the 24 tours we list would give you one: not a single title mentions the walls. You buy that ticket directly, and it also admits you to Fort Lovrijenac, with winter opening hours from 1 November to 31 March. If you want a guide for the streets inside, the 90-minute Old Town walk is €17 and the Game of Thrones and Old City walking tour €30.
